LBH&F Council Latest Wisdom

An article in Queen Caroline News July 2007 Estate Bulletin Stated:

The estate Wardens have received calls from concerned residents regarding the types of anti-social behaviour listed below. Please continue to call them whenever you witness any of the following:

  • Vandalism - youth have been seen scratching the windows and doing graffiti on the walls at Henrietta House.
  • Youths congregating with dogs at the playground behind Joanna House
  • Youths congregating in playgrounds around the estate.
  • Youths congregating in communal areas at Henrietta House and Caroline House
  • Rough sleepers in playgrounds
  • Youths riding mopeds

Please contact your Housing Officer if you know anyone doing graffiti using the playground for illegal purposes, youths playing football in areas with no ball signs and dogs fouling the communal areas.


This was followed by Your Tenancy obligations at a glance:

  • Pay your rent weekly in advance every Monday
  • Do not damage council property
  • Do not cause nuisance
  • Do not play loud music
  • Do not use property for any immoral acts
  • Do not harass anyone
  • Treat the communal areas with care
  • Do not leave rubbish in communal areas
  • No wooden flooring
  • Keep garden tidy
  • No mopeds inside blocks
  • No nuisance from pets
  • No illegal parking

My response to the comments in the newsletter are as follows:

Was this in an attempt to get out, having been locked in the home as they are not allowed to congregate in the parks?

Beats congregating with the pigeons, starlings nesting in walls, rats, mice & foxes we have a problem with on the estate.

Ok the playgrounds are for who? adults, pigeons, starlings, rats, mice & foxes???

It's been raining quite a lot in England, come to think of it, it always rains in England, There is nowhere else for youth to congregate, and they are not allowed to congregate in the parks, could the council suggest an alternative???

I wonder if these are the people the council have evicted as they are no longer entitled to housing, even after waiting years for a council property. After waiting in some cases up to 10 years, their children turn 18, and hey presto, the council now has no obligation to house them.

Ok, now I'm really confused, what are you supposed to do with a moped? wear it?


As for the tenant obligations, the council need to check they are upholding their part of the tenancy agreement, which in many cases they are not. Everybody I speak to on the estate has a story to tell regarding the council's officers, or problems they have had with repairs, the list goes on endlessly.

I personally have had a 7 year battle with the council, just in order to get basic repairs done and have a decent home to live in. So much so that it has now affected my health.

Come on LBH&F, where's the council we used to have in this area. As a local with generations of family born in Hammersmith I am totally appalled with LBH&F council. I want to go and live in Brent. Those of you old enough to remember, Brent was a council that got a very bad press years ago, now they have a much better reputation. Why don't LBH&F ask them for some pointers? My Grandfather, Great Grandmother & Grandfather would all turn in their graves if they could see what is happening in Hammersmith now.

I live down the road from the place my Grandfather grew up, the place my mother grew up, the place my 70 year old uncle grew up, and the place I grew up. It's a crime to see what's happening in the area. I do not blame council tenants, I blame the council. Have they ever considered the fact that it's not easy living on an estate in the first place, there has to be an element of live & let live, everybody living on top of each other like animals, poor treatment from the council officers, low incomes, etc. etc. etc.

Now they are attacking our children, they have already closed down so many amenities for the youth, now they are saying the youth cannot congregate in parks??? come on LBH&F it's not April 1st, I know you cannot be serious, it has to be a joke!!!
